Proposal for short-term SDO intervention in non-SDO SLLC woredas

In 2017, in response to the low engagement of landholders in general and women and vulnerable groups (VGs) in particular during second level land certification (SLLC), LIFT piloted the role of the Social Development Officer (SDO) position to improve engagement of landholders. Its impact was immediately visible and was scaled up to all SLLC woredas (districts) from mid-2018, resulting in improved engagement of landholders and restitution of VG parcels, which were illegally occupied by their powerful claimants/disputants. The proposal suggests a short-term SDO intervention to revisit selected woredas to undertake a rapid dispute assessment and resolution.
